A mobile SDK of notiboy project can be built in consultation with pera wallet team and that should do the job. We are already planning for a dart SDK. If the team can specify the language on top of which the wallet is built, we can do an SDK for this too. This will allow foundation to send broadcast notifications to all governors and they can be push notifications.
